The compressor wont turn if the freon levels are too low! It has a cutoff so if the freon all escapes the system the compressor wont be damaged.
If the A/C system is empty the compressor will not turn until you get enough refrigerant in it. Just turn on the A/C and hook up your can of freon. Once the freon starts filling the system the A/C clutch will engage.
The compressor won't turn on because there could be aÊproblem with the air conditioning system. You need to vacuum the system.Ê
It turns out that if there is no freon in the system, the computer puts out errors which in turn shut off the power to AC. Refill the freon and clear the errors either by tech or diconnect the batter for few minutes :) Learnin the hard way
The pressure switch for the air conditioning system on a 1996 Ford Windstar is located in the accumulator. It triggers when the compressor will turn on and off.
Check the Freon pressure first. The AC compressor will not turn on if the Freon pressure is too low.

Any AC, house or car has a pressure switch in the system so that if there is not enough freon in it, the compressor will not come on. The fan will run, but that is all. It is just circulating the air. Nothing will be damaged in the system running it without freon.
