"It doesn't matter if a cat is black or white, so long as it catches mice"
Chairman Mao was a dictator , so there was no freedom of speech, action , or movement, and kept them where the country needed them. Deng Xiaping, had other ideas, he saw that China had fallen way back to the west so he improved industry and education , he also brought the one child rule to control the population.
The four modernisations of Deng Xiaoping are agriculture, science and technology, industry and the military. Within agriculture, Deng implemented a Household Responsibility System that allowed farmers to have small plots of land and keep/sell the surplus. This provided incentive and increased worker productivity, leading to an increase in grain production. The state also started paying more for grain and prices of machinery decreased. In science and technology, students were sent to study in the US in fields such as engineering and sciences because China needed experts. Centers for research were built/improved and this led to an increase in infrastructure and improved foreign relations. In industry, state-owned enterprises were allowed to keep the surplus after meeting state quotas and this gave workers more incentive; increased producitvity. Small enterprises started being allowed as well. The military was grealty advanced due to advances in science and technology, which allowed for the development of weapons. Along with this came the Open Door Policy, which opened China up to the West and greatly helped achieve the rapid modernisation China went through. It included trading and learning from the West, and so relations were established between China and other foreign powers.

"It doesn't matter if a cat is black or white, so long as it catches mice"
The attempt to modify capitalist economy occurred in China. "It does not matter if cat is black of white, so long as it catches mices." Deng Xiaoping
It was introduced because of the population being so high. They wanted the population to be under 1.3 billion by 2000 but now in 2011 it is 1.4 billion. It was introduced by Chinese leader Deng Xiaoping in 1979.
On February 24, 1997, singer and actress Isabelle Harriet Lucas passed away at the age of 69. Chinese leader, Deng Xiaoping was cremated, and South Africa announced that is was building the biggest modern-day blimp.
No, his ethnic group is Han (汉族). Hakka are also Han, so is cantonese, Hokkien, wu, xiang, etc.what is a han anyways?its just a way to categorise some group. About Hu Jintao is a Hakka or not , that I am not sure. All I can say is that He is selected by Deng Xiaoping who is a famous Hakka. Why didn't he select a Hakka if Hu Jintao is not a Hakka? Why did he gave up the power to other ethnic group? He could do that , but I don't know. Besides, Hu Jintao's behaviour and attitude seems to be like the Hakkas, but then again, he could be faking it, I don't know. He also looks a lot like Li Peng, the Hakka premier ,along with Hakka paramount leader Deng Xiaoping, who sent tanks to Tianannmen massacre.

The responsibility system was part of Deng Xiaoping's four steps or "modernizations". They were Agriculture, Science and Technology, Industry, and Defense. The responsibility system was part of the Agriculture Modernization. In the responsibility system, the communes that china once had under Mao's Communism were abolished and each family got there own plot of land. The family then decided what to grow on their land and turned over only a small amount to the government. They were able to keep the rest to eat or to sell. This was very different from what Mao had done, because he told the communes what to grow, and didn't take into count the growing seasons or what the land was good for. Also, with Mao's large communes, many people decided to slack off because they would still get paid (remember that this was Communist at the time), so none of the work would get done. These two together, the slacking off and Mao not considering the growing seasons, caused mass starvation in china. I hoped that this helped!
