Not sure, but it could be an Arabian. Even though Arabians can be under 14.2hh (horse height) they are always classified as horses.
If this is for horse isle 2, the answer is Caspian.

My guess would be an icelandic horse. This iconic breed is usually under the height cutoff for a horse (14.2 hands) but it is very strong for its size and has the proportions of a horse, not a pony. Icelandic people always refer to it as a horse.
