My guess would be an icelandic horse. This iconic breed is usually under the height cutoff for a horse (14.2 hands) but it is very strong for its size and has the proportions of a horse, not a pony. Icelandic people always refer to it as a horse.
The only way to tell is if you state the size of the equine.
