The rubber hose that feeds the wheel cylinder has failed. It is restricted internally.
You replace the rear wheel bearings for a 1997 plymouth breeze by taking it to a very skilled mechanic and just waiting it out. If you want to do it yourself I can't help you with that.

You have to remove the drive side tire and the wheel cover to get to the battery.
1995-2000 Dodge Stratus or Plymouth Breeze.
The battery is located under the driver side wheel well.
You take off the left front wheel and housing. It isn't under the hood.
the horn fuse for the 97 Plymouth breeze is on the driverside of the dash. open the door and you will see a panel on the end of the dash. pull off the fuse is on the top row last yellow fuse (next to steering wheel).
Remove the left front wheel and inside fender skirt. The rest becomes obvious.
The battery is behind the driver side front wheel behind the protective plastic fender well cover. Towards the engine.
to put a 1999 Plymouth breeze in timing you gotta put the top pully with the arrows up the top pully indicator is on the plastic you could also feel a groove on it . .. . and the bottom pully has it on the timmin wheel not on the bigger outer one . . match all arrows >< up Miami,Fl
Incorrect wheel installed or bent control arm. Same thing happened to me, the ball joint bushing wore out, cause the arm to rub against the rim
