Primary sources (such as Arrian) say that there is some evidence in supporting this question of whether or not Alexander saved the Persian citizens, however repetitions of facts among sources point to some understanding that he did offer them some so called "freedom" in J.R Hamilton and a year 13 classics document i picked up that Persian's, with Alexander as king, were given benefits that were inevitably co-operative with the Persians, their religion and way of living and gave them advantages in the kingdom. The "freedom" could be exposed as such a general statement though and may contradict with other statements said about the Persians and the system they lived by. If you look at the way Darius ruled the Persians, then at the way Alexander ruled the Persians you could draw conclusions of "Freedom" from there.
Alexander assumed control of the empire, appointing his generals and some Persians as provincial governors. Alexander soon died of plague or assassination and the provincial governors turned their provinces into kingdoms of their own.
He thought of them as partners in the universal empire he was establishing. Some he appointed as provincial governors. He married all his senior leaders to Persian women to help create a uniform race.

In 499 BC several Greek cities in Asia Minor rebelled against Persian rule. To help their fellow Greeks, a few city-states in mainland Greece sent soldiers to join the fight against the Persians. The Persians put down the revolt, but Darius was still angry with the Greeks. Although the cities that had rebelled were in Asia, Darius was enraged that other Greeks had given them aid. He swore to get revenge on the Greeks.
