The Tonkin Gulf issue simply initiated open war between North Vietnam and the US. Prior to the Gulf incident there was no war between Hanoi and Washington, only a guerrilla war against the Viet Cong in RVN (Republic of South Vietnam)...not a war against North Vietnam itself.
