It was Andrew Jackson, and he ignored the ruling of Supreme Court leader John Marshall when he decided that the Cherokee Indians couldn't be forcibly removed from their land in Central Georgia. He sent the army to forcibly relocate them to Oklahoma, the journey known as the Trail of Tears.
Andrew Johnson did not pick his cabinet. When he became President due to Lincoln's death, he immediately had a cabinet. In fact, Congress passed a law to make it illegal for him to remove them unless he got permission from Congress. The cabinet was not so bad in itself, but they did not respect Johnson and they were able to seize a great deal of power from the President making it impossible for his to rule effectively.
As President, Johnson "passed" no laws, although he did sign several into law after Congress forwarded them to him.

The 1867 Tenure of Office Act was at the heart of the problem; however, it wasn't Andrew Johnson's veto of The Tenure in Office Act that led to his impeachment; it was his later disregard of the law that did. That law provided that the President could not remove certain federal officials from office. When Johnson tried to dismiss Secretary of War Edwin Stanton from his Cabinet, the Radical Republicans believed Johnson violated the tenure law.A President may be removed on impeachment for and conviction of treason, bribery and other high crimes and misdemeanors. His veto was lawful; his disregard of the law was thought to be unlawful but it was unclear if it applied in that particular situation or even if the law was constitutional at all. Those factors saved Johnson from being convicted and removed from office.
