He extended Civil Rights to women. That is Civil rights could not be abridged based on gender.
The campaign for the US Presidency in 1964 was between Democrat President Lyndon Johnson and Republican candidate Senator Barry Goldwater. Although the South had been traditionally a Democrat stronghold for decades after the US Civil War, it also had a large part of the voting population leaning to the conservative side of American politics. To many Southerners, the conservatism of Barry Goldwater seemed more in line with their ideas than did the more liberal President Johnson. So even though Johnson was a Texan, he did not command the full support of some Southern States who voted for the more conservative Goldwater.

Lyndon Johnson and Barry Goldwater deferred when it came to the fundamental belief in civil rights. In the 1964 election, Johnson beat Goldwater by a large margin.
Barry Goldwater, the Republican candidate, lost the 1964 presidential election in a landslide to Lyndon B. Johnson, the Democratic candidate. Despite the fact that he got steamrollered by Lyndon Johnson, Barry Goldwater actually carried the five states in the Deep South (Louisiana, Mississippi, Alabama, Georgia and South Carolina) - by large margins too. Despite voting in favor of the 1957 and 1960 Civil Rights Acts (which were pretty weak), Goldwater voted against the 1964 Civil Rights Act that Johnson had sponsored (the one which was effective) saying "You can't legislate morality". The all-white electorates decided to break with tradition and vote for him as a result. Elsewhere in the country, Johnson used it as evidence to suggest Goldwater was a racist.
