I have just purchased an oil painting signed by Brian Roche. It is a beautiful scene of a lighthouse on a cliff. The frame is just georgeous with a charcoal/teak color with the inner frame of a tan material which suggests it is older. I am also curious to know more about the artist. Anyone?

Removing mill scale before painting is crucial because mill scale, a layer of iron oxide formed during steel production, can prevent proper adhesion of the paint. If left on, it may lead to paint delamination, reducing the protective qualities and lifespan of the coating. Additionally, mill scale can retain moisture, promoting corrosion beneath the paint. Ensuring a clean surface enhances the overall durability and effectiveness of the paint system.
Mill scale must be removed prior to painting because any breach in the mill scale will cause moisture to get beneath it, causing it to flake off. If there is paint on top of it, and moisture gets below the paint and the scale, both will peel and flake off because the paint is adhering to the mill scale, not the underlying metal surface. Paint should always be applied only over a clean, sound surface.

Most paint grade mill-work (mouldings, widow frames and doors) are not designed to be stained. They are created of many small pieces of woods, joined by something called a finger-joint. The wood-grains of the pieces, are not necessarily pretty to look at. For the best looking finish, it is best to prime and top coat paint grade mill-work. If you really want wooden mill-work, spend the extra and get good stain-grade mill-work.
