It looks to me like he's had eyelid surgery. Many older men have this due to upper eyelid puffiness as the forehead lowers down and pushes the lids farther down over the eyes, sometimes even making it hard to see. So it's not always for cosmetic reasons only, although with being a well known public speaker, ya can't blame the guy. He seems like the real deal as a Christian evangelist, not hokey like some of the idiots that get up and preach giving the faith a bad name because non-Christians look at THEM as representatives of our Lord.
