At the end of WW 2, most of Europe was devastated physically and financially. Much of the infrastructure (gas, electrical power, bridges, dams, cities, factories) had been destroyed, much of the population was endangered by disease and starvation. The wealth of the countries had been consumed by the costs of the war. The US implemented a plan of massive financial assistance to Europe, known as the Marshall Plan, to help rebuild.
