The text of the treaty was to have been kept secret as resolved by a majority of the Senate, but Senator Stevens Thomson Mason (1760-1803) of Virginia gave a copy to a Philadelphia newspaper, because the people had a right to know. However, even the party remained divided over Treaty of Versailles and it was not possible to gain two third majority in senate for ratification of the treaty. That is the reason why USA did not ratify the treaty despite being a pivotal force behind its passage.
