Insofar that they were keeping the Europeans occupied I'm Europe, thus leaving their colonial holdings in Asia vulnerable. Japan planned to knock out the US's naval capabilities, carve out an empire in Soith East Asia, then bargain from a position of power once America had rebuilt her strength. The Germans probably did ask Japan to do something, but they by no means gave them the idea or ordered them to do it. Japan acted for Japan, not Germany.
