No, at least not in the first creation story (Genesis 1:1-2:4a). In this creation story , God created man (both male and female), and gave them both dominion over the earth (Genesis 1:27-28). Here there is no suggestion of one gender being dominant over the other.
In the second creation story (Genesis 2:4bff), God created woman as a companion for the man. There is here an underlying hint that the man is to be dominant, but nothing stated. Eve is very much the dominant character in this story, not only as the one who took the fruit of the Tree of Knowledge, but as the one who would give birth. 'Knowing' his wife is Adam's only deed reported in the story.

To their children, yes. Older women may teach to younger women (see Titus 2:3-5). However, the way Christ established His Church on Earth, no woman is to have any spiritual teaching authority over a man.
