Hitler never justified anything. He just did whatever he wanted to do. He hated the Treaty of the Versailles so he just disregarded it and re-militarized all his annexed nations and his own. He wanted the Rhieland covered with military defense in case any offensive actions were taken against Germany.

The treaties signed by Hitler, especially the Versailles, clearly stated that if the Rhineland was entered and rearmed by Germany they were to be taken out immediately. France and Britain pitied Germany's losses though, and they let Germany have some leeway. In this, Hitler proved that France and Britain were weak and would be too late to stop his larger efforts

The 1936 German occupation of the Rhineland was met by Hitler's troops. Hitler created the reoccupation of the Rhineland military forces to build up his own army.

Germans have occupied the Rhineland for a considerable length of time! I suspect that the question should be "When did Germany remilitarize the Rhineland?", the answer being 1936. The Rhineland had been made into a demilitarised zone after the Great War, under the terms of the Treaty of Versailles, 1919. Germany had political control of this area, but was not allowed to put any troops into it. In 1936, Hitler ordered troops to re-enter the Rhineland, thus breaking the terms of the treaty.
