Although it's an interesting idea, the only threat to Queen Victoria by the Ripper was bad publicity. There are many reasons why this could not be true. JTR's hunting grounds was the small geographical area known as Whitechapel. A far cry from the palace where the Queen was in residence. The Ripper's hours were restrictive, killing mostly in the 'wee' hours of the morning. The Queen was not in the habit of roaming the dangerous streets of the impoverished east end late at night. Nor was she a down-and-out alcoholic prostitute.
Furthermore, it would have been very foolish for a killer to murder such an important person if he could somehow get her alone, which would have been an almost impossible task. To infiltrate the Queens domain he would have had to get past the guards, palace personel, and other basic security problems. So for the reasons listed it is highly unlikely that the Whitechapel fiend would have made an attempt on the Queen's life.

Some people just can't help but try and kill her. ie, the insane, terrorists, the black queen, etc, etc.
Well, there was one official queen, but others felt astrospysed by the rest of the people who voted her as queen so they tried to kill her so they could try to be voted queen. Sometimes they even dressed as her and people thought that they were the queen!
