Japan surrendered to USA because USA dropped an atomic bomb which destroyed Hiroshima in World War II. USA dropped the bomb because the Japanese dropped a bomb first in their army bay so they could not attack by sea.

No Japan did not, although it had been their intention to do so in the moments before the Pearl Harbor attack. For a number of reasons, the message to declare war against the United States was not given to the Americans before the events of Pearl Harbor.
