In Germany, Jews had had full citizenship from 1871 on, and in practice they had enjoyed much the same rights as other Germans since about 1850. In some German states, especially Prussia, they had had something approaching full citizenship since 1812.
Obviously, there was discrimination in practice is some areas. For example, in Germany up to about 1900 a Jew's chances of becoming an army officer were practically nil. However, in most of the German states the period from about 1830-1933 was one in which the Jews flourished.
