No. This is an urban myth surrounding a play of words, if you will, and the ignorance of city folk versus the rural folk. To those who do not know what "cattle guards" are, they assume they are people who guard cattle for a living. Instead, they are really iron bars welded together to form a platform for vehicles to drive over while at the same time providing a barrier for cattle to prevent them from crossing.

It's hard to say whether they did (or do) or not. This is actually a joke that came about around February 1950 when President Clinton was in office, and only changed a little to replace Clinton with Obama, but the fact is such an event (as in Clinton ordered the firing of over 100,000 "cattle" guards) never really took place.
