The founder of the World Scouting Movement, Lord Baden-Powell, after starting the Boys Scouts, recognized a need for a similar girl's organization and so enlisted his sister, Agnes, to found the Girl Guides. At that time it would not have been seen as proper to have a co-ed organization.

When Juliette Gordon Low met Lord Baden-Powell she became very interested in his efforts and began to volunteer with the Girl Guides, even starting troops near her home in Scotland and in London, England.

Because Juliette felt that girls needed a place where young women could learn self reliance and resourcefulness, she returned to her home in Savannah, Georgia and founded Girl Scouts of the USA.
