Yes. Kennedy asked Johnson to be his running mate, even though he and all of the Kennedy family disliked Johnson, finding him crude, overbearing, and disgusting.

However, Johnson was the Senate Majority Leader, in addition to having close ties with all Southern Governors, and most senators and congressmen from Southern States.

These people would endorse Kennedy/Johnson and urge their constituents to vote for Kennedy if Johnson was on the ticket too, but not if he had a running mate from the Northeast.

Johnson could deliver the Southern Vote, which Kennedy needed, and Kennedy was unlikely to get it otherwise.
