No, Lenin replaced the temporary government that had been set up to replace the Tsar.

In 1917 Czar Nicholas II abdicated the throne after the February Revolution of 1917. A Provisional Government was set up temporarily to replace the Tsar and his government to maintain order until a Constituent Assembly could be convened to create a new constitutional democratic government on a permanent basis. On October 25, 1917, Lenin and the Bolsheviks overthrew the Provisional Government and took power for themselves.
