No. The Church of Jesus Christ of Latter-day Saints (the 'Mormon' church) has never advocated a lifetime of celibacy. The Church believes in following the commandment given to Adam and Eve in the Garden of Eden: "multiply and replenish". This cannot happen if living celibate.

Members of the church who are not legally married are advised to abstain from sexual relationships, but married couples are encouraged to use intimate relations as a way to strengthen their relationship and produce children.
