No. He didn't; this was part of his public persona. Qadhafi ruled by playing the tribes of Libya against one another for labor projects and developments. He intentionally engendered hatred and conflict between the Libyan peoples (which is why his ouster led to a second civil war, which is still broiling). This hatred was often quietly directed towards Qadhafi, but not in public. Qadhafi specifically did not trust Libyans to be his main security retinue and, therefore, hired significant numbers of Sub-Saharan African mercenaries. This has led to an incredible amount of racism in Libya against Black Libyans because they are often accused of having sympathies towards Qadhafi.
