Naruto did not defeat Gaara, he only hit him once. Once Gaara was hit by Naruto's first contact in the battle, Gaara understood Naruto's reasoning to save Kakashi, so he let him pass. The battle was epic, but no one actually "won."

Did Gaara hold back when he fought Naruto in the third movie?
Gaara isn't cruel to use full power to kill the closest friend he's ever gotten. Gaara only used enough power to hasten Naruto's challenge. If he did use full force, he would've killed Naruto then.
Are Shippuden and Garra brothers?
No they are not. Gaara is from Suna Gakure (Village Hidden in the Sand) and Naruto is obviously from Konoha Gakure (Village Hidden in the Leaves), therefore, they cannot be brothers. Also more proof is that Naruto shows no relation to Temari and Kankurou whatsoever and that Naruto's father is the forth Hokage and Gaara's father was the Third Kazekage.
