No. In March 1879, President Rutherford B. Hayes signed into law "An Act to Relieve Certain Legal Disabilities of Women," enabling women to practice in the federal court system. Belva Ann Lockwood became the first woman admitted to the US Supreme Court bar under the new law.

His predecessor, President Ulysses S. Grant, who was also President Ex Officio of the National University Law School Board of Directors (now George Washington University School of Law), convinced the law school to give women diplomas upon graduation. Before Grant intervened, the school allowed women to attend classes but would not grant the diploma needed to practice law in Washington, DC.
