No, I don't think so. But I do think that humanitarian concerns did play a part. Bradley Manning came out as transgender and identifies now as a woman (Chelsea Manning), yet the government put her in a men's prison and refused to give her the medical treatment she needed. She tried to kill herself several times, and there was definitely some worry about her mental health. That, however, wasn't the only reason for the commutation-- and please note that she was not pardoned, but rather, the president just shortened her sentence.
I think the real issue was she has served longer in prison than many other folks who committed far worse crimes. Nobody is denying she did wrong (she herself has admitted it and apologized), but in the greater scheme of things, what she leaked was pretty low-level stuff, and not at the level of what Edward Snowden leaked. So, President Obama's decision was based on a combination of Chelsea Manning's mental health, her transgender status, and the fact she was probably over-charged for the kind of crime she committed.
