No he did not. Wilson did not want to go to war in the first place and he did everything he could to keep the US out of the war including offering to act as a mediator between the two opposing sides. Germany's decision to go ahead with unrestricted submarine warfare, which is when submarines attack military ships without warning, caused US commerce ships as well as ships with civilian passengers to be put in very real danger. Wlison could not ignore this, so based on Germany's actions not only in the area of unrestricted submarine warfare, but also in other matters, the US entered World War 1 in April of 1917 as an Associated Power.
