Queen Elizabeth I did arrange for the passage of laws which exempted playing companies which had a noble patron from vagrancy laws, thus enabling professional actors to exist. She herself sponsored a company called The Queen's Men, the most famous member of which was Richard Tarleton. Tarleton died before Shakespeare came on the scene, and the Queen's Men dwindled to insignificance.
Although the Queen did have plays performed at court by various acting companies including The Lord Chamberlain's Men, she had no particular connection with Shakespeare. Indeed it has been reported that she was indifferent to theatre.
