Did Rizal refused to join the revolution because he is not the founder of it?

In my own very personal opinion, having read all that I could possibly read and learn about Rizal and his times, he did not join the revolution because he believed the Filipinos then lacked the capacity and ability to overwhelm the Spaniards.
It might have come to a point that he believed that although he himself along with his associates were ideologically armed, such was not sufficient to win. Instead, he endeavored to seek reforms first in order for conditions to ripen.
Sadly that decision and view, gleaned from a historical perspective, was incorrect. It is tragic to think back and realized that Rizal lacked the intuitive sense to realize that he was the heart and soul of the revolution-in-the-making and that he was the best person to lead it.

Rizal refused to join the revolution because he believed in achieving reforms peacefully through education, writings, and social change. He did not advocate for violent uprising and preferred to work within the legal and political system to seek reforms for the Philippines.
