Why is sailor galaxia evil?
Both! Sailor Galaxia is a Sailor Senshi determined to steal all of the Starseeds in the universe, so that she can become the supreme Senshi. In the anime, she is possesed by Chaos, and is later cleansed by Sailor Moon. In the manga, she's just plain evil, and is used as a pawn by Chaos. Galaxia is killed, when the purity of Sailor Moon causes Galaxia's bracelets to break.
Where did Sailor Galaxia live after she became good again?
It's unknown, as you never see her again and the series ends. In the manga, she just dies, so no help from that either.

No. In the animated series, Chibi Chibi (Chibi Chibi Moon when she transforms) is the physical manifestation of the "Light of Hope," and Sailor Galaxia's Star Seed. She transforms into a sword to enable Princess Serenity to battle Sailor Galaxia when she is fully transformed by Chaos, but Princess Serenity chooses not to use the sword to fight Galaxia. Galaxia shatters the sword with her own, causing it to revert back into the seemingly-lifeless body of Sailor Chibi Chibi Moon. However, after Sailor Moon has defeated Galaxia and Chaos within her, Chibi Chibi reappears and thanks Sailor Moon.In the manga, Chibi Chibi's origins are different: she is actually the disguised version of Sailor Cosmos. She was from a devastated future where Chaos fully gained control over Galaxia and became Sailor Chaos, destroying everything that Cosmos held dear. Even if the war between Chaos and Cosmos ended, nothing would be salvageable, so Cosmos went into the past to guide Sailor Moon to destroy Chaos and the Galaxy Cauldron.In the final chapters of the manga, Sailor Cosmos revealed that she had a closer connection to Sailor Moon, but it is still not entirely clear what that connection is. The heart seed of Sailor Moon was the silver crystal it was the best star seed that ever existed so the evil Sailor Galaxia took it away from her body and then she fainted because she can no longer live. But then this light of hope came and gave her a new star seed that isn't hers. The second starseed she has is not has pretty has her owns but it was stronger because it was the star seed of the best sailor scout that ever existed and that sailor scout is sailor galaxia. She became evil because she was controlled by Chaos but in the end no one died.
