Samuel was before David and Solomon. (Davids son) . It would be Solomon who would build the first temple in Jerusalem.

He didn't necessarily inspire the rebuilding of the Temple (which was 500 years later), but he did inspire and assist in the planning of the Temple the first time it was built (1 Chronicles 26:28, and Talmud, Zevachim 54b). See also:
