He first appears in the radio series, he is a designer for Magrathea - a planet who's natives specialise in designing planets (including Earth). Slartibartfast designed coastlines - including Norway. Douglas Adam's wanted an embarrassing name and started off with a collection of unbroadcastable obsenities then used similar sounding words to create the final name. Slartibartfast reappeared in the book Life The Universe and Everything - trying to save the Universe from the evil of Krikkit.

Norway is involved in Afghanistan, although I believe they are pulling out. Apart from being a part of the UN Peace Corps, Norway really isn't that keen on being involved in armed conflicts.
