Well, if you believe Douglas Adams in The Hiitchhikers Guide to the Galaxy, then of course he did. He couldn't have won the award for designing it if he didn't design it.

Second answer: Actually, the award was not for the whole of his Norway work, but only for his outstanding design of the fjords.
