It is unclear, and it is easy to say that this story could fall into the myriad of folklore that seems to float around ole' Teddy: however it is quite plausible. If you didn't know, the story goes that the USA was on the verge of a cold winter, and coal miner strikes in the west threatened to disrupt the American coal supply (The chief American source of heating fuel at the time) to avoid this he brought both parties into the White House and after hours of debate and supposedly "threatening to throw someone out a window" reached a compromise, one of the reasons Roosevelt was a good president.
