Yes Truman only ran for President one time. He also had almost a full term after Roosevelt died after serving only three months of his last term. Presidents Polk, Pierce, Buchanan, Hayes, Coolidge, Ford and Lyndon Johnson also ran only once for president. Only Ford lost his one run for president.

Yes he became the President when FDR died. He completed that term in office and ran in 1948 against Tom Dewey to win the Presidency.
