Yes, the Green Thumb badge was discontinued on February 15, 2011.
According to a post on the Supervisors' forum by Crystal (WikiAnswers Community Coordinator):
Hey folks!
I'm writing about the Green Thumb badge which has historically been given out to those of you who have provided category descriptions for new and existing categories. We've actually reached a juncture in our travels where it is becoming nearly impossible to keep up with the inflow and outflow of requests, the backlog of categories that have existed for some time without descriptions and the more than 7,000 existing topic areas that now grace our site. Whew! We have sure come a long way!
Right now we are working on getting all missing descriptions in the system and will be popping in new ones that meet certain criteria for search engines, etc. as the requests come in. Therefore, our Green Thumb badge will be going into retirement. For those of you who have earned it, well done! The badge will proudly remain on your profile for all to see. For those of you who believe you should have one, please let me know. We want you to get it before it heads off for a nice vacation in the Badge-amas.
