Yes - the USS Yorktown had it's hull weighed down with concrete to settle it into the harbor silt when it was established as a museum. The Army Corps of Engineers estimated the ship could withstand a Category 3 hurricane in this configuration without moving. After the storm passed, the Yorktown was found with her flight deck propped on the pier and leaning at a considerable angle, having been lifted by the storm surge and left "on the pier".
