No. Not even close. There are two main measures of hurricane intensity: wind speed and barometric pressure. Hurricane Irene is already past its peak of 120 mph winds and a pressure of 942 millibars (the lower the pressure, the stronger the storm).

The strongest Hurricane on record in terms of wind speed was Hurricane Camille at 190 mph. The most intense tropical cyclone (generic term for hurricane, typhoon etc.) on recordwas Typhoon Tip with a pressure of 870 millibars.
