Of course not. Everything he did was as an example to us, not for his own satisfaction. For example, when he was on the cross, he refused to take vinegar and gall, the painkiller offered (Matthew 27:34). He showed by his example that his understanding of his Sonship with God provided a far more effective pain relief than a material remedy ever could. And in Matthew 26:29 he declared to his disciples that he would drink no more wine "until I drink it new with you in my Father's kingdom."

The term 'spliff' usually refers to a rolled cigarette mixed with both tobacco and marijuana. Today it can refer to a high quality or well-rolled marijuana joint. It became popular initially on the Iberian Peninsula of Europe.

The Bible never mentions any 'herb' or any other illicit drug ingesting/smoking by anyone.

However, it does mention in several places to be sober minded, alert, and vigilant. An example is in 2 Timothy 4:5. "As for you, always be sober-minded, endure suffering, do the work of an evangelist, fulfill your ministry." Since it was not written that Jesus smoked any type of herb in the Bible, it could be assumed that he lived by the teachings that stated to remain sober.

Christopher Columbus brought tobacco back from the Americas long after the time of Jesus. So, no one in the Old World could have smoked before the time of Columbus. Jesus did not smoke.
