No, the King and the Africans did not know each other, Leopold never visited his colony, but that was not uncommon because of the risks and diseases, Victoria of the UK never visited her praised colonies either.
King Leopold II was indeed angered by what happened he even stated that if the atrocities did not stop he would pull out of the Congo, unfortunately for the king he had no real control over his colony.
