No. LBJ was unpopular enough that he knew he would not get re-elected. Hubert Humphrey was made the Democratic candidate for president, and he ended up losing to Richard Nixon in 1968.

LBJ had been in Washington along time. He knew everyone and everything about everyone. To get things done in Washington (even today) requires knowledge of how the system works and understanding the 3 branches of government. Much of what Kennedy began LBJ finished and if Kennedy had gotten a second term he may have been able to pass what he proposed.
