Hardly. Romeo is a romantic which means he is always a little in love with the idea of death. It's present in his moping about Rosaline, in his bedroom talk with Juliet, and in his whining to Friar Lawrence, where he says he would sooner die than live outside of Verona.

Well, the tougher things get, the less mopy and whiny Romeo gets, so that at his farewell to Juliet after their wedding night he speaks positively about his hopes for the future. He does the same at the very start of Act V, before Balthazar shows up. Both of these scenes take place after Mercutio's death. What makes him suicidal is the news that Juliet has died, so that all possible hope for a future with her is dashed. This brings back his love of death in a flood.
