When spoken to but some monks are not allowed to speak, depending on their vows. There are different orders of monk. A Franciscan is not the same as a Dominican (or Augustinian or Cistercian...). They're both Catholic monks but live by different rules. Also the vow of silence isn't a permanent thing, and is usually done for a specific period of time. Or it might just be ironic.
I can speak for other religions but as for Buddhism a Monk a can leave at any time. Buddhism is about personnel growth and development. If a Monk or Nun feels that they have attained enough wisdom and want to leave they can.

Not necessarily. Many religions have monks. Monks are people who withdraw from ordinary life to pursue their religious beliefs on a daily basis. So you can have Christian monks, Buddhist monks, Hindu monks, etc. Islam does not have a similar tradition though.

With that said, monks and nuns tried to provide spiritual guidance and speak to them about God. They also at times were able to speak to a ruler on behalf of a peasant who was going to be punished. Basically all they could do was give the peasants hope.
