When spoken to but some monks are not allowed to speak, depending on their vows. There are different orders of monk. A Franciscan is not the same as a Dominican (or Augustinian or Cistercian...). They're both Catholic monks but live by different rules.
Also the vow of silence isn't a permanent thing, and is usually done for a specific period of time.
