The first time the Sailor Scouts (Senshi) appear in their formal princess gowns in the Sailor Moon manga is when Sailor Moon gains her Eternal transformation ability, at the end of the fourth Sailor Moon manga arc, "Dream." It is Act 48, Dream 10: Princess Dream.
In both the anime and the manga, the sixth Sailor Senshi to appear is Sailor Pluto. In the anime, she first appears in in episode 75 (episode 68 in the English dub). In the manga, she appears in Act 18: Time Warp - Sailor Pluto.

I believe you mean Peruru, Peruru only appeared in the Sailor Moon Super S: The Movie. He did not appear in any episodes, you might be confusing him with Pegasus.
