It's a complicated question, but the way I would think about it is that all countries in WWI evolved the same technologies (mustard gas, artillery, tanks, machine guns) at the same time, so technology never significantly changed the balance of power because they were approximately technologically equal.
Although the British Enfield Rifle may have been superior to some of the Central Powers rifles, or whatnot, it wouldn't have had a significant effect on the overall balance of power between nations.
