No. The Anti-Federalists believed in the power of the individual states, which could look out for their own interests, rather than submit to the central government. The Federalists believed that a strong federal government was needed to bind the country together.

The Anti-federalists wanted to make sure that government would not trample over their rights as had King George III. (Basically the Federalists wanted the same thing. They did not want the new national government to trample over their rights either!) Since both sides wanted the exact same thing, a bill of rights was added to the constitution to prevent congress from acting like King George III.
