The Federalists wanted a strong central government. The Anti-federalists wanted restrictions on that government. Both sides saw the need for a stronger government than was provided by the Articles of Confederation. The Anti-federalists wanted to make sure that government would not trample over their rights as had King George III. (Basically the Federalists wanted the same thing. They did not want the new national government to trample over their rights either!) Since both sides wanted the exact same thing, a Bill of Rights was added to the constitution to prevent congress from acting like King George III.
