No, the Maya were separate city states, and Aztecs had their capital at Tenochtitlan but the Mayas were sometimes under a empire ruled by one of their city states but Tenochtitlan was never their capital.

No. The Aztec civilization was destroyed almost 500 years ago by Spanish conquistadores. Nowadays, present-day Mexico City stands on the place of ancient Tenochtitlan, and is inhabited by the Aztec-Spanish descendants, namely Mexican people.
