Your question is rather vague. Since you give the date 410, I will presume that you are referring to the Romans leaving Britain. The Romans had redeployed their troops stationed in Britain to the continent three times. With a minimal military presence, Britain was left exposed by the raids of Germanic peoples: the Angles, the Saxons, the Jutes and the Frisians. As a result of this, the British-Roman aristocracy expelled the Roman administration. Presumably Britain came under self-rule by this aristocracy. Eventually, following waves of migrations by the mentioned peoples, Anglo-Saxon Britain was established.
The Romans pulled out of Britain in the 5th century CE. During this time other barbarian tribes were attacking different parts of the Roman empire and Emperor Honorius decided that the Roman legions were needed elsewhere.
